PEA Meeting with the National Department of Health Secretary on HEOA outstanding MOA 2023-2025

On Thursday last week, the Public Employees Association met with the National Department of Health Secretary Mr Ken Kandap Wai to discuss the outstanding Health Extension Officers Association (HEOA) Memorandum of Agreement 2023-2025. During the meeting Secretary was briefed about the outstanding MOA and assured the union that a circular would be sent out to Provincial Health Authorities (PHA) CEOs and other relevant authorities and agencies to implement the agreement. We will send the circular advice to PHAs to start implementing the new rates. The union has also given a time frame to the department that the implementation should be concluded before June next year 2026 in order to allow for a review of a new agreement. General Secretary Mr Ugwalubu Mowana says the meeting was constructive and assured the Secretary that harmonious industrial relations are paramount and will be maintained to bring about positive change for health workers,s especially the HEOs. The HEOA is an Occupational Branch of PEA, hence the PEA representation of their case to the Secretary. This is good news for HEOs, as the agreement was not implemented for the last three years and is expiring at the end of this year. He further thanked the Secretary of the Department of Personnel Management, Taias Sansan, for her guidance and support towards this outstanding matter. The union will continue to have a positive dialogue going forward.
